You need to take into account any fees. It is all well and good to have the idea to change money, but if you have been here for long enough, you know as well as I do, Vietnamese don't do ANYTHING for free. My mate was about to be charged 900,000 VND yesterday just for $600 USD. Just giving you a heads up
