There is a Jade Counter in the main shop at Van Mieu. As you enter through the front gate, walk all the way to the back of the Temple and the shop will be opposite the main entrance.
The prices are geared to the tourist market but not unreasonable. And while there is no bargaining, you can request a certificate of authenticity for your purchase.
Jade can be a fairly popular item so no doubt there are other shops in town that someone may point out.

One of my good friends is a renowned jade dealer here in Hanoi. He'll be at the meet up tonight, so if you make it over to Goldmalt, I'll introduce you to him. If he doesn't have what you're looking for, I'm sure he can point you in the right direction.
