You should be able to find skim milk at any of the supermarkets and also at the more upmarket/foreigner-targeted food shops. However, you can only get boxed parmalat-style skim milk (Greenfields is a good brand), not fresh skim milk. The Fivimart on Tran Vu almost always has some, and I'm sure that Citimart, L's place, or Veggies would also have some.
