When Heaven and Earth Changed Places, by Le Ly Hayslip is generally available on Amazon. I haven't tried it myself, but I hear that Amazon will deliver to Viet Nam and other Southeast Asian countries. Also, somewhere along the way I've heard that the Phuong Nam Bookstore ( Nha Sach Phuong Nam ) in HCMC District 1. Saigon Centre is a good resource for foreign language books.

When Heaven and Earth Changed Places can be found all over Hanoi. There are bootleg photocopied versions in a lot of the little shops along Trang Tien, and you may be able to find an original in some of the better bookstores around town, like Bookworm or The Press Club bookshop.
