Salt & Vinegar may be in short supply but if you're looking for specifically "Kettle Chips" as we eat in my native Texas then those are plentifully available in at least 3 flavors at the grocery store on Cat Linh nearest the Horison Hotel (just before the tile/interiors shop). They also sell Spiracha sauce from Thailand (mmm) and I grabbed their last Tabasco sauces . . . he he
They probably have some extra western food there (like kettle chips) because it's right next to the British Council (not Consul) -good choices in Chocolate too, but not the place for vegetable shopping.

To add to this whole Kettle Chip debate, and I'm only a disinterested "passer onner" of news. I saw that Unimart, 8 Pham Ngoc Thach,had Kettle Chips from Salem, Oregon (if that's important I don't know)for sale. Sea salt and vinegar, Lightly salted, Dijon honey and New York cheddar. 48000 vnd. Keep chipping away.
