Silhouette cutting is now very rare in Vietnam, especially Hanoi.
In Sai Gon, there're some artists still do it on a street (I forgot its name). I watched a programme on VTV3 2 years ago about the fastest silhouette cutter.
In Hanoi, unfortunately, you have to wait until Tet Holiday and try some Tet fairs. Years ago, people in Hanoi had silhouette cut in some Tet markets.
You'll need *many good luck to find one.

Saw a shop at the end of Hoang Hoa Tam leading to Nguyen Chi Thanh, but need to check it when I go that side. It was a long while ago. You can try a shop round the corner at Hang Hom, it is a card shop, but they might people who have the skills to do it.
