TV5 Monde seems to come as standard on all the cable packages I've ever had in Vietnam, but that's the only French language channel I've come across.

I have Dream satellite which is from the Philipinnes. I have not seen any french channels though. But then I didn't load all channels. Maybe ask the guys on Hai Bai Trung street as they stock all the satellite equipment.
